How the Fresno Demolition Permit Process Works
June 2, 2026 | 6 min read
Before a building in Fresno comes down, a handful of approvals and checks have to line up. The permit is the most visible piece, but it usually depends on paperwork from the air district and the utility companies first. What follows is a general orientation, not legal advice. Forms, fees and review practices change, so confirm current requirements with the agency that covers your parcel before you promise anyone a start date.
Which agency covers your property
Inside the City of Fresno, demolition permits are handled by the Planning and Development Department's Building & Safety Services Division, through its online portal or the Building Permit Center at City Hall. Fresno County has a population of roughly one million and many parcels that look like Fresno are actually in Clovis, other incorporated cities or unincorporated county land. Each has its own building office, so check which one governs your address first.
A typical order of operations
- Define the scope: Full structure, partial removal and interior strip-out can follow different permit routes. Write down what is staying and what is going.
- Ask about special review: Older buildings, or ones in a historic area, may trigger extra review. Asking at the start avoids a surprise halfway through.
- Commission an asbestos survey: A certified consultant inspects and samples suspect materials. The results feed the air-district notification and tell you whether abatement comes first.
- Notify the air district: San Joaquin Valley Air Pollution Control District rules call for advance written notice of demolition and many renovations. See our article on Rule 4002 for details.
- Line up utility disconnects: Electric, gas, water and sewer service are shut off and capped through the providers. Call USA North 811 before any ground disturbance.
- Apply for the demolition permit: The city commonly wants evidence of the air-district notification and utility shutoffs. Ask what documents your specific application needs.
- Demolish, inspect and close out: Work proceeds under the permit conditions, and the city may inspect final site conditions.
Why the air district comes first
Cities generally prefer to see that asbestos notification has been dealt with before they issue a demolition permit. That means a late survey can hold up the whole job. Building the survey and notice into the very first week of planning is the simplest way to keep a schedule honest.
Where schedules slip
- Survey results come back showing material that needs abatement first.
- Utility shutoffs are requested late or not documented.
- The parcel turns out to be under a different jurisdiction than assumed.
- Scope on the application does not match the work actually planned.
What to expect from a contractor
A reputable demolition contractor will tell you which steps apply, help coordinate the survey and disconnects, and be clear in the quote about who pulls the permit and who pays for what. Contractor licensing is overseen by the California Contractors State License Board, so verify a license directly with CSLB before hiring anyone.
